Lakewood's  Ol' Chevron Station?

Summary: Chevron has ownership of five parcels (.84 acres) at the corner of Gravelly Lake and Alfaretta Street. The area is highly visible on Gravelly Lake Drive, it's across the street from a Park Lodge Elementary school.  It is a bit of an eyesore, currently unused and enclosed by 'temporary' cyclone fencing.  The temporary cyclone fencing has been in place for over 7 years.   Yes, it's private property, but surely there is something better that can be done, or inspired to be done in order to help improve the use and conditions at this location.

RE: Perceived Code violations

(1) Fire & rodent hazard. Litter & dry long grass and uncut brush, weeds and blackberry vines in close proximity to an elementary school (Park Lodge) and (2) occupied residential dwellings, those being located at 10211 Whitman Ave and 10219 Whitman Ave.  Violation applies particularly to parcels #5030002000 and #5030002010.
(2) Excessive deposits of trash and litter on public and private property located at 10202 Gravelly Lake Drive, including all parcels referenced above. 
(3) Maintaining of an unsightly premises (ie. Litter, uncut grass and weeds) and an unsightly sign structure (i.e. tarp covered commercial signage)

08.16.030 - Vacant Lot or Building

Every owner of a vacant lot or building located in close proximity to another occupied dwelling unit shall keep the premises reasonably neat and clean and free of uncut grass, weeds, blackberry vines, bushes and debris, so as to prevent rodent, insect or other pest infestation, and so as to prevent a fire hazard. (Ord. 32 ? 3, 1996.)

08.16.010 - Nuisances Affecting Public Health

The following specific acts, conditions and things are declared to be nuisances: the maintaining, causing, allowing, leaving, or permitting to be or remain in or upon any private lot, building, structure, or premises, or in or upon any street, alley, or other public or private place in the City, any one or more of the following places, conditions, things or acts to the prejudice, danger, or annoyance of others: including...

B. Filthy, littered or trash-covered premises, including all buildings and structures thereon and areas adjacent thereto;
C. Tin cans, bottles, glass, cans, wire, metal, articles, bric-a-brac, broken stone or cement, broken crockery, broken glass, and all other trash or abandoned materials…
E. Any unsightly ... billboard or structure; 
J. Blackberry vines or any tall grass or weeds over two feet in height which is rodent infested;

TAXES: There seems to currently be no property tax  assessment for the building in the Pierce County Assessors tax roles. Why, there is clearly a building on the location?  Below is a copy of the email-text to the auditors office seeking the explanation...

Greetings,

I wish to inquire as to why there seems to be no building/improvement assessment being assessed on a commercial parcel in Lakewood with a commercial building/service station located on the premises. Primarily it seems to be parcel #5030001890. The parcel clearly contains a commercial building but the assessors web page summary shows no "assessed building" on any of the parcels located and under ownership at this location.

The building is currently unoccupied, but I would assume that even an unoccupied building is subject to building/improvement assessments and the related property taxes.  I would be interested in getting an explanation as to why there is no apparent building/improvement assessment on any of the property/parcels here in question?
