Land Use Changes - Buffers (residential & commercial zones) 

Summary: Concept here is that when and where possible zoning should typically follow parcel lines and that by applying the same underlying zoning to the entire site, in this case all five parcels owned by Chevron - it might make the property more attractive to development and local improvement.  Thirdly, it is our philosophy that when and where possible the greatest possible buffer within reason should be facilitated between residential and commercial zoning areas.  This location has a unique public alley/right-of-way which could be offered as transition buffer and setback reduction incentive to encourage development and improvements to the property.
